Not-for-profit agencies must register with and be pre-qualified in the New York State Grants Gateway before submitting a GTSC grant proposal. Proposals received from not-for-profit applicants that have not registered and are not Prequalified in the Grants Gateway on the proposal due date cannot be evaluated. ELIGIBLITY

New York's state, county and municipal agencies and qualified not-for-profit agencies* who can impact traffic safety issues are eligible to apply.

All applicants must have an NYS Vendor ID number entered on their Organization Information page of GTSC's grants system. Why is a Vendor ID Necessary? A Vendor ID number is necessary for the Contract Submission System (CSS) to interact with other internal OSC systems subsequent to implementation of the Statewide Financial System (SFS). http://www.osc.state.ny.us/vendors/vendorguide/guide.htmexternal link

NOT-FOR-PROFITS – ELIGIBILITY TO APPLY*

Must be enrolled in New York State Grants Gateway and in pre-qualification approved status. Beginning on July 31, 2013, all vendors doing business with the State of New York must be prequalified in order to submit a competitive bid in response to a Request for Application issued by a State agency, or be considered for a contract renewal or contract amendment. http://grantsreform.ny.gov/Granteesexternal link

Must provide their Federal ID number, NYS Charity ID number from the NYS Attorney General's Charity Registration Bureau, NYS Vendor ID number and DUNS number when applying. (More information on these requirements below.)

Must be in compliance with New York State's Workers' Compensation and Disability Benefits' rules to contract with New York State. Proof of coverage or exemption must be submitted with the application and maintained throughout the grant contract period. Updated proofs must be provided to GTSC during the contract period or the grant contract will be suspended.

The insurance proof or exemption must have the exact same agency name as the agency name that is used in GTSC's grants system AND that agency name must also exactly match the agency name for the Federal ID number and NYS Vendor ID number.
