New York State procurement laws require the award of state contracts to responsible vendors. It further requires that vendors submit a New York State Vendor Responsibility Questionnaire when a contract agreement is valued at $100,000 or more. If your organization has been awarded a grant valued at $100,000 or more with our office, you must complete the New York State Vendor Responsibility Questionnaire as part of the contract approval process.
The GTSC recommends that vendors file the required Vendor Responsibility Questionnaire online via the New York State VendRep System. To enroll in and/or use the New York State VendRep System, go to The VendRep System at the New York State Comptroller's Office (OSC).
Vendors must provide their New York State Vendor Identification Number when enrolling. To request assignment of a Vendor ID or for VendRep System assistance, contact the OSC's Help Desk at 866-370-4672 or 518-408-4672 or by email at ITServiceDesk@osc.state.ny.us.
Vendors opting to complete and submit a paper questionnaire can obtain the appropriate questionnaire at Vendor Responsibility Forms at the OSC website or may contact the GTSC or the Office of the State Comptroller's Help Desk for a copy of the paper form. When using the paper version, the completed New York State Vendor Responsibility Questionnaire must be mailed with your contracts to:
